Thorfinn Alister Rowle was a Pure-Blood Dark Wizard and Death Eater in service to the Dark Wizard, Lord Voldemort who was responsible for the murders of numerous Witches and Wizards, he was sentenced to the Dementor’s Kiss on the orders of Hadrian Peverell.
